Parker was the third-ranked recruit in the country in 2013, from Chicago's Simeon Career Academy.
Parker, 23, was a restricted free-agent before the Bucks rescinded their rights to his contract, making him an unrestricted free-agent. Chicago matched the Sacramento Kings' offer sheet with RFA guard Zach LaVine earlier this month.
The Bucks were never expected to match any offer sheet Parker would have signed with the Bulls, but according to ESPN's Adrian Wojnarowski, rescinding the offer sheet was a "good-faith gesture" that allowed Parker to negotiate a shorter deal with Chicago.
Parker is from Chicago, so it makes sense that he's interested in the Bulls.

Jabari Parker and the Bulls agreed Saturday to a two-year, $40 million contract, bringing the talented and oft-injured forward to his hometown team. Unfortunately, he's been off the court about as much as he's been on it, tearing his ACL for the second time in February 2017 after a great start to the season, averaging 20.1 points, 6.2 rebounds and 2.8 assists-not bad for a 21-year-old.
Local sports anchor Scott Grodsky was able to get some video of Parker playing in the pickup game, which he shared on Twitter last night.
Bartelstein praised the Bucks for "working side-by-side with us".

Milwaukee Bucks player Jabari Parker puts on a "Cheese Head" hat during the game between the Green Bay Packers and the New York Jets at Lambeau Field on September 14, 2014 in Green Bay, Wisconsin.
"Jabari is a 23-year-old player who is a natural fit with our young core, and is a proven scorer at the National Basketball Association level", Bulls general manager Gar Forman said in a statement. That will be a problem on the Bulls, who already have talented big-men in Lauri Markkanen, Wendell Carter Jr., and Bobby Portis.
The answer is no, but that still doesn't mean the deal is a bad one for the Bulls.
