ZTE has also been a big smartphone vendor in the USA, with products sold by companies like AT&T (T), Verizon (VZ) and T-Mobile (TMUS). The deal reportedly calls for ZTE to pay $1.4 billion in additional penalties, on top of $361 million already paid.
The fine comes on top of a roughly $1 billion penalty ZTE has already paid for having sold equipment to North Korea and Iran in violation of USA sanctions. Meanwhile to ensure ongoing compliance, ZTE is being required to put a further $400M in escrow, which would be forfeit if they violated USA export regulations again.
It's not clear why the Trump administration was so willing to strike a deal with ZTE less than two months after handing down a harsh punishment. The United States has reached a deal with the Chinese telecommunications giant that includes a $1 billion fine, according to Commerce Secretary Wilbur Ross.
Ross told CNBC the ZTE deal was an enforcement matter that was unrelated to the trade talks, which he has led.

Earlier, Wilbur Ross stated that the USA was looking at alternatives to the debilitating sanctions threatening the survival of ZTE. But the president has repeatedly spoken of the enforcement matter as part of efforts to overhaul the US commercial relationship with China.
