Glushkov was best-known for being a close associate of Boris Berezovsky, a Russian oligarch who fled to Britain in the early 2000s after falling out out with Putin.
One of his friends, the newspaper editor Damian Kudryavtsev, posted the news on his Facebook page.
Berezovsky was found hanged in a home in Berkshire, England in 2013. An inquest failed to determine whether he had killed himself or died from foul play.
