Specifically, Level 1 is "Exercise Normal Precautions"; Level 2 "Exercise Increased Caution; Level 3 "Reconsider Travel"; and Level 4 "Do Not Travel". These include France and Belgium, where an ISIS cell conducted deadly attacks in 2015 and 2016, as well as Germany, where a truck plowed into a group of people at a Christmas market in December 2016. Countries in this list include Russian Federation and Turkey.
Balochistan, Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (Fata) are placed in the "do not travel" category due to terrorism.
